Dean of the Law Faculty, Laval University, 1981-1985. Director of Research, Law and Constitution, Royal Commission on the Economic Union and Development Prospects of Canada (Macdonald),1983-1985. Director, Quebec Center for International Relations, 1986-1993.

Teaches and does research on GATT/WTO, NAFTA and international cultural relations. On the roster of panelists for dispute settlement under NAFTA and the WTO, has sat on two FTA cases.
